Maybe.  It's definitely an early example of a beer boot glass.

Old Beer Boot

This beer boot was made in the early 1800's for the English market.  The boot is made from mouth blown glass that was placed in a mold.  The top of the beer boot is rimmed with silver.  Overall, the glass is designed to resemble a riding boot.  This leads to the conclusion that the glass was created for an English riding or hunting club as other examples have be discovered in antique glassware collections.  

English hunting clubs were popular socializing organizations for England's upper-class and unique glassware was created fro these clubs.
